Siem Reap – In an impactful address at the Angkor Paradise Hotel during the opening ceremony of the “Access to Justice for Persons with Disabilities for Justice Actors” training course, H.E. Em Chan Makara, Secretary of State and Secretary General of the Disability Action Council, representing H.E. Chea Somethy, Minister of Social Affairs, Veterans, and Youth Rehabilitation, called for collaborative efforts to ensure the freedom of persons with disabilities from exploitation, violence, and violations.

Addressing a diverse audience, including the representative of the Office of the United Nations High Commissioner for Human Rights in Cambodia H.E. Roueida El Hage, Mrs. Manny Raingsey (Deputy Governor of Siem Reap Province), Deputy Prosecutors, and Judges, H.E. Em Chan Makara emphasized the significance of protecting the integrity and rights of individuals with disabilities.

H.E. Em Chan Makara highlighted the commitment of the Royal Government of Cambodia in safeguarding the rights of persons with disabilities, ensuring freedom of movement, expression, ownership of real estate, succession rights, and access to essential documents such as identity cards and driver’s licenses.

Moreover, he brought attention to the challenges faced by deaf women in cases of sexual abuse, expressing concern about the potential difficulties in finding sign language interpreters and the potential for injustice to the victims.

“If they were abused, especially in cases of rape, the concern lies in whether the translator can accurately convey the deaf victim’s language to officials and registrars. If the victim knows sign language, it’s manageable, but the challenge arises if the deaf person hasn’t learned sign language, rendering even the presence of a sign language interpreter ineffective,” H.E. Em Chan Makara stated.

Acknowledging the support of the United Nations, he expressed gratitude for their interest in providing training to prosecutors and deputy prosecutors across various provinces, particularly those involved in justice-related roles.

H.E. Em Chan Makara also extended his thanks to the Deputy Governor of Siem Reap for the province’s attention to disability-related initiatives, showcasing new achievements and emphasizing the importance of preparing road signs for people with disabilities.

The Royal Government of Cambodia has underscored the significance of the disability sector by designating it as a priority within key focus areas. This commitment is outlined in the Pentagon Strategy, which guides the implementation of disability policies through the enforcement of the Law on the Protection and Promotion of People with Disabilities. In line with this dedication, Cambodia has introduced a range of impactful laws, regulations, and policies aimed at fostering a society that ensures non-discrimination, provides equal opportunities, and encourages the full participation of individuals with disabilities.
